NAVARRE — A woman has been charged with lewd and lascivious behavior after Santa Rosa County Sheriff's Office received a complaint from a juvenile about indecent exposure.
According to the arrest report from Aug. 30, the investigation began Feb. 2 when a sheriff's deputy received the complaint. The victim's father said 48-year-old Jennifer Payne and her boyfriend, Sean Allen, allegedly walked around the house naked and that Allen had looked at the girl naked and made comments about her.
During a Child Protective Team (CPT) interview, the girl said Payne and Allen "did weird things to her." She explained one night she was sitting on the couch at Allen's house watching TV when Payne and Allen were naked and "rubbing each other's privates."
On March 16, CPT conducted a second interview with the victim after she told her parents that there were more incidents. During the interview she was upset and crying, the report said. She said she was 7 when it happened. The victim said she was made to sleep in the same bed with Allen, who was naked "because he likes to sleep naked." Allen and an unidentified person then started "rubbing their privates on each other," the report said. The child said they knew she was awake but Allen told her to "go back to bed."
A deputy contacted Payne on March 16. Payne said she had not received cards left at her home asking her to contact their Sheriff's Office. She said her son must have taken them off the door. She said she hadn't seen or heard from Allen since February. When asked if she would go to the Sheriff's Office to talk about the case, Payne said she would think about it. The Sheriff's Office then tried to speak with Payne multiple times with negative results.
Allen has moved out of his home, according to the landlord and is possibly in Mississippi. As of April 19, the Sheriff's Office had not been able to locate him.
Payne was arrested and charged with one count of felony lewd and lascivious exhibition on a victim younger than 16 years old.
