A Pensacola man has been arrested and charged with DUI manslaughter after he struck a vehicle Tuesday afternoon and killed a Milton man, according to the Florida Highway Patrol (FHP). James William Barclay, 23, then fled on foot, was tracked by a sheriff's K-9, and taken into custody, according to FHP Corporal Brian Davis.

Charles Allen Snow, 28, Milton, died at the scene of the crash around 1:30 at Blount Street and Hollywood Ave. His son, Charles W. Snow, 2, is at Sacred Heart Hospital in serious condition.

Davis says the accident happened when Barclay was driving a 1999 Jeep Grand Cherokee, traveling north on Hollywood Ave and ran a stop sign at the intersection of Blount St. Davis says the Grand Cherokee hit the right side of Snow's vehicle, a 1989 Honda Civic, pushing it in a northerly direction. The Civic hit a utility pole with the left side of the vehicle, and overturned onto its left side, reports say.

Barclay's vehicle continued to travel north, according to Davis, and vaulted over Snow's vehicle, hitting a large oak tree limb with a tire and rim as it came down. That is when Barclay allegedly ran from the scene.

Escambia County Sheriff's Deputy Mike Carr responded to the scene with his K-9 and tracked Barclay to a spot northwest of the crash.

Davis says Barclay was transported to Baptist Hospital for minor injuries he suffered in the accident. Following his treatment, he was arrested and charged with DUI manslaughter, vehicular manslaughter, no valid driver's license resulting in a death, hit and run. He is being held on $900,000 bond.
